Stored water tanks: the loft-dwelling risk factor, maintained properly

The cold water storage tank is the component that most changes a property's water hygiene profile — and the one landlords are least likely to have looked at, since it lives in the loft doing its work invisibly. Where risk assessments find problems in ordinary rentals, the tank is disproportionately involved. Here is what it needs, and when the right answer is removing it.

Why do storage tanks matter so much for water hygiene?

Because they hold the conditions risk assessment cares about: a volume of standing water, warmed by the loft in summer toward the growth band, open to contamination if unprotected, and feeding outlets people drink from and shower under. A mains-fed property has cold water moving under pressure; a tank-fed property has a reservoir whose condition is whatever maintenance made it.

Tanks also accumulate history: sediment settling over years, corrosion in older galvanised vessels, debris and — in the worst inspection stories — insects and vermin where lids and screens failed. None of it is visible from the taps below, which is why the assessment climbs the ladder and the maintenance regime must too.

What should a well-configured tank actually look like?

Covered and screened: a close-fitting lid keeping light and debris out, insect screens on vents and overflow pipes, insulation around the tank and its pipework — jacket on the tank, lagging on the pipes — keeping summer heat and winter freeze alike away from the stored water. Light matters because it feeds growth; openings matter because they admit everything else.

Modern plastic tanks with fitted lids arrive close to this specification; the housing stock's older tanks — open-topped, unscreened, jacketless, occasionally still galvanised steel — are where the gap lives. The configuration audit is a torch-and-ladder job taking minutes, and it is the first thing any competent risk assessment will report on.

What does the routine inspection involve?

An annual look, logged: lid secure and intact, screens present and unblocked, insulation in place, water visually clear — no debris, sediment clouds, discolouration or anything moving — tank sound with no corrosion or leaks, and the surrounding loft dry. A photograph each visit builds a comparable record for nearly no effort.

Temperature completes the picture: stored cold water should stay cold, and a reading during the warm months — when lofts push tanks toward the tepid band — is the honest test. Persistent warm readings are configuration findings (insulation, tank siting, oversized storage) rather than facts to log and ignore.

When does a tank need cleaning or disinfection?

On findings, not on the calendar alone: visible sediment, debris, discolouration, contamination, or works that opened the system are the triggers guidance recognises for cleaning and disinfection — carried out by competent contractors using recognised procedures, with the work documented into the water hygiene file.

Post-works disinfection is the routinely missed one: plumbing alterations, tank replacement and periods of drain-down introduce contamination routes, and recommissioning hygienically is part of the job specification a landlord should be asking contractors for explicitly. 'Was the system disinfected and is that documented?' is the close-out question.

Is oversized or redundant storage a problem in itself?

Yes, quietly: a tank sized for a household the property no longer houses turns water over slowly, extending residence time in exactly the vessel where residence time matters. Redundant tanks — left connected after heating conversions — are worse: standing water serving nothing, ageing in the loft, still plumbed into the system people drink from.

The assessment's language for all this is matching storage to demand: right-sizing at replacement, removing or properly decommissioning redundant vessels (disconnected, drained, ideally removed rather than abandoned wet), and eliminating the dead-leg pipework conversions leave behind. Every litre that stops standing is risk retired permanently.

When is removing the tank the right answer?

At system-change moments: boiler replacement, bathroom refurbishment and major repiping all pose the question of converting to mains-fed arrangements — combi or unvented systems that store no cold water at height and shrink the hygiene regime to almost nothing. Where pressure and layout allow, conversion retires the tank, the loft freeze risk and this entire maintenance chapter at once.

It is a plumbing decision with trade-offs — mains pressure adequacy, simultaneous-use demand, unvented cylinders' own servicing needs — so it belongs in the heating engineer's conversation rather than a rule. The water hygiene contribution to that conversation is simple: stored water is managed risk, and unstored water is no risk, and the difference compounds over a decade of lettings.

How does tank care fit the wider assessment and file?

As the headline entry in a tank-fed property's water hygiene record: the risk assessment describing the system honestly, the annual inspection with photographs, temperature readings, any cleaning and disinfection certificates, works records with their recommissioning hygiene, and review dates. For most properties this is a slim file — but for tank-fed ones it is the file that matters.

No such statutory certificate exists, and the HSE has publicly warned against companies selling mandatory-sounding annual legionella certification for ordinary rentals. What you need is a suitable risk assessment, reviewed when circumstances change.
