Water hygiene in HMOs: where the ordinary advice stops applying

For ordinary rentals, the honest water-hygiene story is reassuring: low risk, simple controls, no annual certificate. HMOs are where that reassurance needs qualifying — not because the law changes, but because shared houses systematically collect the risk factors the ordinary advice assumes away: stored water, uneven occupation, shared spray-forming outlets and higher system complexity. Here's what genuinely changes.

Why do HMOs sit higher on the risk gradient?

Count the factors. Larger or older shared houses more often run stored-water systems — tanks in lofts, long pipe runs, dead legs from decades of re-plumbing — where a modern flat has a combi and mains-fed cold. Rooms empty for weeks between lets leave en-suites stagnant while the rest of the house runs normally. And shared showers concentrate exactly the spray-forming outlets that turn contaminated water into breathable aerosol.

None of this makes an HMO dangerous by default — it makes the low-risk assumption unsafe by default. The assessment has to actually look, because a six-bed Victorian conversion and a purpose-built flat share a legal duty but not a risk profile, and treating them identically is how the duty gets met on paper and missed in the loft.

Evidence expectations, mainly: HMO licence applications and renewals commonly ask how the landlord manages water hygiene, and councils can expect to see the risk assessment among the property's compliance documents. Some conditions reference amenity and installation standards that touch the water system directly — adequate supply, functioning hot water — which the assessment naturally evidences.

The framing that keeps this honest: the licence doesn't invent a certificate requirement the law lacks; it gives the existing duty a place where paperwork gets checked. A proportionate written assessment, reviewed on change, satisfies both the HSE's framework and the licensing officer's file — one document, two audiences, still no annual ritual.

How should sporadic room occupation be managed?

This is the distinctly HMO problem: individual rooms with en-suites stand empty between tenancies while the house stays live, so outlets stagnate one room at a time, invisibly. The control is procedural — flush every outlet in a vacated room thoroughly before re-letting, and weekly during longer voids — and it needs an owner: the landlord, the agent, or a named housekeeping routine.

Write the routine down and initial it when done: a one-line log per flush converts a good habit into evidence. The same logic covers guest rooms, seasonal patterns in student HMOs (whole properties standing empty over summer), and any bathroom that exists more than it's used.

What does the control set look like at HMO scale?

The same controls as anywhere, run harder: hot water stored at 60°C or above and delivered hot through the system's furthest points; cold tanks lidded, insulated and inspected; showerheads on a cleaning and descaling rota rather than a memory; dead legs removed during refurbishments instead of accumulating; and the flushing regime above, logged. Tenant guidance completes it — run unused outlets after absences, report water problems promptly.

Temperature checking earns special mention in tank-fed systems: an annual check that stored and delivered temperatures still hit their marks catches the failing cylinder stat or the mis-set immersion before biology notices. Minutes with a thermometer, noted in the file — the cheapest monitoring in the building.

When is professional help clearly warranted?

When the system resists description: tanks you can't safely inspect, pipework whose routes nobody alive remembers, shared facilities serving many households, or any suspicion the controls aren't holding — temperatures drifting, discoloured water, outlets that smell stale. Equally, after significant plumbing alterations: the assessment must describe the system as it now is.

Buy proportionality even at this level: sampling belongs where the assessment finds reason for it, and re-assessment frequency should follow change and risk, not a subscription schedule. What does the well-run HMO water file contain?

The current risk assessment describing the actual system; the flushing and cleaning logs with dates and initials; temperature check notes; tenant guidance as issued; records of pipework changes and the review each triggered; and — where licensing applies — a copy filed with the licence evidence set. Thin, dated, and genuinely descriptive of the building.

That file does something subtle beyond compliance: it forces the property to be understood. Most HMO water risk lives in systems nobody has traced in years — and the first assessment that actually walks the water from the street to the furthest showerhead usually pays for itself in discovered dead legs alone.
