The duty comes from the Gas Safety (Installation and Use) Regulations 1998, which apply across Great Britain — Northern Ireland has parallel regulations to the same effect. Breaches are criminal offences prosecuted by the HSE, with fines that can be unlimited and imprisonment available for the worst cases. In England, a missing gas record can also invalidate a Section 21 notice, blocking possession until the paperwork is right.
